Prediction Confirmed: Insurance Powers Transferred to the Insurance Authority

The transfer of health insurance powers from the Council of Cooperative Health Insurance to the Insurance Authority in March 2024 shows how healthcare market maps are redrawn long before citizens feel the effect.

At the end of the episode I predicted that the transformation would move toward redistributing mandates among existing bodies, with part of the Council of Cooperative Health Insurance's role shifting to the Insurance Authority.

On 4 March 2024, all powers related to the health insurance sector transferred from the Council of Cooperative Health Insurance to the Insurance Authority.

This development illustrates how large institutional transformations are built. The state begins by identifying the functions it needs, then distributes them across regulation, financing, service delivery, and quality oversight.

The Insurance Authority regulates the insurance sector. The National Health Insurance Center purchases healthcare services for its beneficiaries. The Health Holding Company and its clusters deliver care. The Ministry of Health leads regulation and oversight of the health system.

The clarity of these roles determines the speed of decisions and quality of execution. It also determines which door an investor, service provider, or technology company should knock on.

For every company operating in healthcare, the operational question is now sharper:

  1. Who regulates our activity?
  2. Who purchases the service?
  3. Who uses the solution day-to-day?
  4. Who measures quality?
  5. Who controls the decision to expand?

Institutional transformation redraws the market before its full effects reach the citizen. Tracking how authority is distributed gives companies an early read on demand, contracts, and the opportunities ahead.
